Phoenix is unable to continue operating at the current location beyond this date, and despite extensive efforts, we have been unable to secure an alternative site or partnership to continue service delivery in Abbotsford.
Through the Abbotsford Hub, Phoenix has delivered two essential community programs:
Providing supervised consumption services, toxic drug response, community response, and connections to housing, health care, mental health, and substance use supports.
Supporting individuals living with or at risk of HIV, HCV, and other sexually transmitted and blood-borne infections through medical transport and health system navigation.
The PARC program will conclude services on Friday, March 13, 2026. The HIV Support Program, which primarily operates through outreach, will be relocated to Phoenix’s new housing program in Chilliwack, ensuring continued access to care and support.
Since 2020, and previously under the Positive Living Society, PARC has served as a critical access point for people facing significant barriers related to substance use, mental health, and housing. In the past year alone, PARC recorded over 25,000 drop-ins, distributed 4,000+ naloxone kits, responded to 66 toxic drug poisonings, distributed more than 46,000 harm reduction supplies, and facilitated nearly 3,000 referrals. These figures reflect the extraordinary compassion, dedication, and impact of the PARC team.
Phoenix extends its deepest gratitude to the staff whose work created safety, trust, and dignity for thousands of individuals. Their legacy will continue to shape Phoenix’s harm reduction and community-based practice.
Phoenix is working closely with Fraser Health and community partners to support service recipients in transitioning to other harm reduction and health services. Our priority is to maintain connection, continuity, and access to essential supports during this transition.
Phoenix remains deeply committed to harm reduction and public health. This closure highlights the urgent need for sustainable, long-term funding and infrastructure for harm reduction services.
